Vol 4 No 45 - June 5, 2008
Government
Clark elected to Central
City Council
Lisa Kunz -
The May 27, 2008 meeting was called to order by Mayor Buddy Schmalz. Present were Alderman Ron Engles,
Chip Wiman and Bob Spain. City Clerk Wendy Hefner swore in the newest City
Council member, Tralece Clark.
No Conflicts of Interest were presented.
The Consent Agenda was approved and included the regular
bill lists for May, the minutes of May 6, 2008 and the April financial reports.
Public Forum
Barbara Thielemann represented the Hidee Gold Mine,
located above Central City. Ms. Thielemann invited the alderman (and woman),
along with the public to the 4th Annual End of Spring Celebration on
June 20th from 4-7pm. Food, drink and entertainment are all free.
In favor of the agreement between Black Hawk and Central
City to improve the park situated above Central City was Gloria Gaines. Mrs.
Gaines asked if a stop of the Gilpin Connector may be an option. City Manager
Lynette Hailey explained that she is a member of the Board for the Black Hawk
Transportation Authority and as such, she explained that the Gilpin Connector is
contracted through BHTA by the county. If a stop were to be added, Mrs. Gaines
would have to direct her request to the County Commissioners. City Manager
Hailey further added that the Connector stops only at paved stops so since the
park is on an unpaved road, the liability of such a stop would need to be
addressed.

Black Hawk broadens
“preservation” funding
Lynn Volkens -
The MMRR Quarry was back
on Black Hawk’s radar, one of the topics of the City Council’s executive session
held after their regular public meeting on Wednesday, May 28th. A
public hearing before Gilpin County Commissioners is scheduled for June 17th,
11:00 a.m., and Black Hawk plans to be a part of it. The City has opposed the
proposed quarry, due mainly to what it sees as negative traffic impacts on those
headed to local casinos.
Wrong Number, Wrong Name
Wanting to defuse any negative impact that misinformation
reported in Central City’s newspaper might have on him or his wife, Alderman
Kathy Doles, Don Doles publicly clarified that Black Hawk had not funded removal
of any trees from their Marchant Street property. “I don’t have four fifty-foot
threes and did not receive $4,055 to remove any trees. I live at 111 Marchant,
not 101,” he stressed. The City had used preservation funds to reimburse his
neighbors for removal of several large cottonwoods with trunks hollowed from
rot. The erroneous report had mismatched the address, attributing it to the
wrong property owner. Mayor David Spellman assured the Register-Call reporter
the Council knew the mistake was not made by her, and she assured him the
publication would run a correction.

following a one week hiatus due to the Memorial Day holiday. Commissioner
Whitman conducted the meeting in the absence of Commissioner Jeanne Nicholson.
Party at the Hidee
Ed Lewandowski invited Commissioners and all local folks
to the annual End of Spring/Thanks Gilpin Hidee Mine party. It’s the Hidee’s way
of saying thanks for supporting the tourist mine over the past year. The party
starts at 4:00 p.m. on June 20th and includes free mine tours,
food/drinks and music.
Hearing Officer Selected
Joe O’Dorisio of Arvada will serve as hearing officer
during taxpayer appeals of property valuations. The hearings will be held in
July and August at the court house. O’Dorisio’s decisions are considered
recommendations to the Commissioners, who make final determinations acting as
the Board of Equalization. The hearing officer will be paid $100 per hour plus
$50 per hour travel time.
