Mill Levies Certified by Commissioners Clara Aucoin In accordance with the tenuous relationship between taxes and elections, the Gilpin County Commissioners approved the certification of levies and revenues for 2005. The levies are the figures utilized to raise tax income as voted on by county taxpayers and voters. One glaring difference in taxable revenue is that between the two school districts. Gilpin County RE-1 School pays a total of 15.638 mills broken down as follows: 5.341 mills in temporary tax credits, 7.498 mills for mill levy override, 2.264 for mill levy override, 0.252 for a transportation abatement, and 0.283 for a transportation abatement. The total mill levy for Gilpin County RE-1 is 15.638, which generates $3,594,865. For the Boulder Valley RE-2 mill levy, the rate is 37.423 mills. That rate consists of $38,544,450 in assessed valuation, and will produce $1,442,449 in revenue. The total revenue is $5,037,314. County taxpayers will pay a total of 9.838 mills broken down as follows: 7.317 for general taxes which will generate $1,964,049 in income, .847 in Road and Bridge mills, for $227,354; .441 in public welfare mills, for $118,374 in income; .242 in library mills, although when the Library bonds are repaid in full in 2005, this mill will be going away, .709 mills for retirement, and .282 for solid waste disposal for $75,695 in income. For the two cities, Central City has a mill rate of .957 for temporary tax credit, 8.674 in bond redemption levies, and a total of 9.631 for income of $168,852. Black Hawk has a mill levy of .050, which brings in $8,763. All residents who live outside the cities pay a mill levy for fire coverage. The mill levy varies with the specific fire district and mills that have been approved by the voters. Colorado Sierra has a mill levy of 8.556 which generates $99,920. That is the largest mill levy of the volunteer fire departments within Gilpin County. Coal Creek Fire Protection District has a mill levy of 8.0 mills, which brings in $26,772. High Country Fire Department has mills of 5.757 which generates $255,701, and 2.682 in capital expenditure mills to generate $374,824; and in Black Hawk and Central City, other special districts have been authorized mills to generate income. In Black Hawk, the city has special districts that include the Sanitation district of .177 mills, Black Hawk improvement district of 4.073 and .749, Miners Mesa Metro District with mills of 4.0 mills, and Silver Dollar Metro District of 7.592 and 1.0 mill. The Central City Business Improvement District has the highest mills at 80, which is intended to generate $3,372,628 for the Central City Business Improvement District. The money is intended to help repay the construction and bond costs of the Central City Parkway. A mill is .10 for every penny of every dollar (one-tenth of a penny).
