  For the last time before leaving office, the outgoing Gilpin County Commissioners took a shot at developing a policy for funding non-county agencies and programs.

  There are some major non-profits—Eagles’ Nest Early Learning Center, say, or Gilpin Ambulance—whose funding requests are major expenditures, and are usually handled as part of the budget process.

  But every year there are dozens of “last minute” funding requests that come to the Commissioners, and there’s never been a clear consensus on deciding who gets money and who doesn’t.

  The attempt to prioritize these community needs was a brave one, but the Commissioners—even as they were adopting the policy—recognized that there would always be exceptions. Still, it should prove helpful to the Commissioners in judging such requests, and to the individuals and groups wanting money in guessing how their requests are likely to be received.
